What kind of clear coat can I use over decals on automotive paint and what primer do you recommend on the plastic??

Before I'd clear coat I'd use a decal fixative on the decals.  I've used Microscale Micro Sol (red text, bottle on left).  Put your decal on with your normal warm water, once it's in place dab on a bit of the Micro Sol with a paint brush. Be careful not to move it, as the decal will begin to react near instantly.  At first you'll worry as the decal starts to wrinkle, but leave it alone and it will dry well.  This stuff will pretty much melt the clear carrier around the decal and make it look painted on.  You can clear coat over it.   (as always, practice on something not important to you!)

And the Microscale Micro Kristal Klear is the stuff you want to use to glue on lenses and windows.
