The figure is what they called Vinyl and the base is after market resin, you can still find both on Ebay.

Wow! Have to agree with the face stubble and hair on the chest. Adds so much to the realism.

I have a couple of older vinyl ( I believe) large figures. It's a soft squeezable plastic but I've never built them as I don't know what to use for filler in the joints or what paint will stick to the vinyl.

You can google what to use in Vinyl models my Indy has nothing in it 

built it 15 years ago still fine, I use craft paint water clean up with dulcoat or gloss

depending on the model you are building.
