I will be working on a race car that has a flat finish.  It is white, which is why the yellowing is significant.  I will have to paint is a gloss white and then apply the decals.  After this process, I will have to apply a flat.  Am looking for options for the flat finish before I begin.  

I did a search on this and did not find what I was looking for.  Given the size of this sight, I likely did not do the search properly.

I appreciate any assistance offered.

If you're asking if Tamiya does a Flat Yellow.  Yes, in bottle Lacquer or acrylic.  If a shaker can, I have not seen one.

Revell does sell a shaker can of Matt Yellow Acrylic Paint.  Have not used it, so can't tell you how good it is.

Scale Finishes, MCW and Splash Paints offer various racing colors that you also could explore.  But again, these would be airbrush (I do not think MCW offers shaker can option anymore).

Tamiya, in their LP line has a Flat Clear LP-23. Since this a synthetic lacquer, I'm thinking that there won't be an issue with yellowing.

Consider doing a spoon test just as you would when checking a paint color. Take a sacrificial decal or two and try different way to apply over different paints and when and what type of paint to use to get your desired effect. This way you will not damage the decals that you want to use on your build.

but a spoon test would only be valid for the here and now. What happens to the clear in a week, month, etc?  In my experience, clears don't necessarily go on yellow, but over time turn yellow. For sure Testors gloss enamel yellows over time.

Absolutely avoid any enamel clear if you are concerned about yellowing. 
 

Generally speaking, acrylic hobby paints are non-yellowing. Although I have no white cars coated with Tamiya clear, in my experience the Tamiya acrylic clears don't yellow. For that matter, I have had no yellowing problems with Tamiya lacquer clears either.

This is coated with Tamiya TS-13 Lacquer clear from a shaker can

This pic was taken 20 years ago. The white was regular Testors bottle white, notorious for turning yellow after a couple years.

It's clear coated with Tamiya bottle clear  X-22 thinned with isopropyl alcohol. 

The white is still as bright today as when it was painted, not a hint of yellowing.
