you could print them on photo paper, the satin finsh paper could be fairly convincing and the thickness of the photo paper would add to the effect

You can make your own custom license plates fairly easily by starting here:

This website was launched shortly after the Internet started existing and the website hasn't been updated much since then. What does that mean... it means the website is quite simple and easy to use and navigate. 

I make my own custom license plates while on the website, save them to a folder on my computer, and have calculated that printing the saved file at 47% onto a 5x7 sheet of satin finish photo paper makes a perfect 1/25 license plate.

By making a bunch of custom plates all at one time, I can group them onto that 5x7 sheet and print several plates in one run thru my color printer.

If you insist on decal type plates, 3 inches under has their own website and he has an ebay page too. He has lots of decal type lic. plates and more.

Then I open the image in Windows Paint to make any mods.

I print them on non-glossy photo paper, and then glue them to the bumper.

Here’s a good place to try. He’s made me custom plates at a very reasonable price.

You didn't specify what year, or era.  Oddly, I got a 1/25 printed sheet of 1961 era state licenses as a premium from Auto World, the big models-by-mail store in NJ.  I might have a color photocopy of that somewhere.  Very old skool, oc.  I laminated one sheet, and cut them out -- carefully -- for my old kits. Karma: I got '61 Massachusetts plates for my '61 Lincoln "Hyannisport Hot Rod" done for Pres JFK, no less!  Annual Styline kit, begun in '61!  Wick
